WHY? It's counter-intuitive, but spurred on by achieving the goal, sales people will often break through and hit a higher number. In contrast, a tough target can be demoralizing.
HOW? If the real target you'd like your staff to hit is say 105, set it at 95 and offer additional bonuses at 100 and 105.
